What you need to know about export screening requirements

What change is occurring?

From 1 March 2019, all export freight must either be examined at piece level (box, carton, pallet or another deconsolidated form of freight), or originate from a Known Consignor (KC) or Regulated Air Cargo Agent (RACA) before it can be accepted for uplift.

What do I need to do to accommodate these changes?

Australian-based exporters, freight forwarders and airlines need to adopt new security measures – similar to recent changes to exports to the USA – to comply with Federal Government screening requirements from 1 March 2019. 

Will these additional requirements slow down my future shipments?

New international screening requirements will become the industry standard so will need to be factored into all future processes. We recommend contacting your freight forwarder, or RACA to discuss what the changes will mean for your cargo specifically.

What additional screening equipment will you be offering at each terminal to cater for rest of world screening requirements?

We currently offer screening at all major international terminals – Sydney, Melbourne, Brisbane, Adelaide, Perth, Cairns. As our terminals have limited space, we will not be increasing our screening facilities at most of our terminals.

What fee will I have to pay to have my freight screened at Qantas Freight terminals?  

Published fees for onsite screening can be found online.

I need to have my goods screened at the terminal. How should I present my freight?

All unscreened cargo needs to be lodged ready for screening, which requires freight to be presented as loose. Any shipments requiring break down will not be accepted for lodgement.

Please also note the following requirements:

  • Homogenous goods need to be loaded on pallets (where equipment available) with a maximum size of [1.22m x 1.22m x 1.53m] 
  • Non-homogenous goods should be separately labelled and presented ready for small parcel x-ray screening
  • Loose boxes need to be individually labelled with an air waybill  
  • Avoid using metal items (such as staples) on perishable products to assist with clearance by metal detection
  • Large single piece items are required to be opened – consider off-airport screening for these items, otherwise please be prepared to be on site to support opening the packaging as required. Not all terminals will be able to hold shipments for checking so please contact the CSU before lodgement
  • Do not combine pre-screened cargo with unscreened cargo on your airway bill
  • Shipper loaded units cannot be accepted for screening

Internal explosive trace detection (ETD) may be required, in which case we’ll need you on site to assist with access. 

What will happen to my freight if it's not pre-screened?

We strongly recommend that your shipments are pre-screened. However, if you require a screening service, you will need to present your freight as loose and lodge in accordance with revised cut-offs for unscreened freight which will be as follows:

• Express freight must be lodged a minimum of 270 mins (4.5 hours) before flight departure

• General cargo must be lodged a minimum of 360 mins (6 hours) before flight departure

Please note that new screening requirements will require additional processing time, resulting in increased lodgement times.

Will you be able to accept e-CSD?

We are working with regulators and our technology suppliers towards accepting e-CSD from mid 2019. 

We plan to lodge shipper-loaded units What is the process for screening at the terminal?

Our terminals will not be able to break down shipper-loaded devices for piece screening, so all shipper-loaded units must arrive with a valid security declaration to be accepted for lodgement.

My shipment cannot go through the x-ray. What are the steps for screening in this instance?

Qantas Freight complies with all regulatory requirements in relation to screening. If a shipment cannot be screened via x-ray or metal detector, an internal Explosive Trace Detection (ETD) will be required. For large single-piece items, a physical inspection and external ETD may be sufficient depending on applicable regulations. 

What is recommended for the shipment and examination for pharmaceutical products?

Special handling items such as pharmaceutical products should be presented as pre-screened. Given the nature of the goods being shipped, pharmaceutical companies may qualify for the Known Consignor (KC) program due to their existing strong security framework.

Are there any exemptions for exports screening?

Some exemptions apply due to the nature of the goods being shipped. For instance, live animals and certain biological specimens cannot be screened and will be manually checked in line with export regulations. 

Do requirements differ if my freight is booked on a freighter or as belly space on a passenger service?

No. All international freight will be subject to the same requirements irrespective of whether it is uplifted by a freighter or passenger service.

Our company exports significant volumes from Australia and need to arrange for self-accreditation. What do I need to do to become a Regulated Air Cargo Agent (RACA) or Known Consignor (KC)?

Presenting goods as pre-screened ensures your freight is processed efficiently through our terminals and avoids unnecessary delays and costs associated with onsite screening.
